Guinea Pig or Tug Boat?

I've seen a lot of really bad ideas in my time living here in Japan, but that whole putting drugs in unsuspecting travelers' luggage thing takes the cake. That article says that they did it a bunch of times-I'd be interested to see if they ever actually put drugs in Japanese peoples' luggage, or just foreigners.
Either way, it's completely insane.
I think the next time I fly back to Japan I'm going to ask the customs guys to go through my luggage just to make sure they haven't forgotten anything.

An injustice anywhere is an injustice everywhere. On Harry Shearer's radio show, http://www.harryshearer.com/news/le_show/#ls569, he read a story from Minnesota, where agents were practicing with the drug dogs, and they planted a kilo of pot in an unsuspecting passenger’s bag and then after the dog could not find it they realized they had forgotten what bag it was in.
On a related note of bad governance, this is a link to an NPR story about a guy that worked for a North Carolina agency who refused to fly the flag at half-mast for Jesse Helms and was then asked to retire, http://www.npr.org/templates/story/story.php?storyId=92426965

This wraps into the Rampage Jackson loss since George Carlin was his favorite author/comedian/actor and Jesse Helms I believe was his father.

Thant's actually why Rampage lost. When Forrest was triangling him he whispered in his ear, "Jesse was your father." Meaning Uncle Jesse from the Dukes of Hazard. Rampage thought back to the "Hands" ad and reasoned it was a symbol of Helms passing his legacy on to Rampage, his bastard son. Well, you can see where that got him.
